Organizational Unit Overview
Information Technology and Computing Services (ITCS) is the central agency that supports enterprise-wide computing at East Carolina University. ITCS, through innovative information technology initiatives and service, provides opportunities for the ECU community to excel in teaching, research, and service using state-of-the-market technology and collaborative environments. ITCS is first and foremost committed to providing excellent information technology support for faculty, staff, and students. ITCS partners with campus departments, other universities, and industry to make strategic investments in information technology infrastructure that will help maintain a competitive advantage in administrative applications, faculty research, and outreach to the state and nation. We will achieve this through increasing the core functions and deploying appropriate technology throughout the university.

The Banner HR/Payroll Support and Maintenance (SaM) team serves as a sub-unit of the Banner Support and Maintenance (SaM) team which is a part of the ITCS Enterprise Applications (EA) team. The Banner HR/Payroll SaM team is responsible for the design, development, implementation, operation and enhancement of the Human Resources module of Ellucian Banner, the University’s ERP system, and connecting administrative information systems utilized by the University’s core business offices.
Job Duties

This position serves as the primary functional and technical liaison between ECU functional offices (POSO, Payroll, Budget), UNC System stakeholders, and ITCS for the Ellucian Banner HR/Payroll system. The Business Systems Analyst is responsible for analyzing business processes, configuring and supporting Banner HR/Payroll, working with functional users to help ensure payroll accuracy and compliance with State of North Carolina and UNC System regulations, and delivering reporting and system enhancements.

The role combines functional expertise with light technical capabilities to support ECU’s mission by ensuring reliable, accurate, and compliant processing of employee data and payroll operations.

Job Duties:

Requirements Gathering, Analysis & Functional Liaison:
Serve as a liaison between Banner functional users and the Banner technical team. Lead complex business analysis and requirements gathering, independently identifying functional needs, risks, and improvement opportunities and translating them into clear specifications for Banner and related technical solutions. Provide subject‑matter expertise for integrations between Banner and third‑party systems by partnering with functional stakeholders to analyze data flows, business rules, and system dependencies. Define upstream and downstream impacts and advise on solution design to ensure alignment with business processes, data governance standards, and institutional objectives. Coordinate closely with technical teams to support successful implementation and ongoing maintenance while promoting effective cross‑functional communication and collaboration.

System Configuration & Functional Support:
Aid in the Configuration and maintenance of Banner HR and Payroll setup including, but not limited to jobs, positions, earnings, deductions, labor distribution, and leave accruals. Work with functional users to help ensure that configurations align with ECU policies, state and national employment rules, and institutional reporting needs. Serve as the functional subject‑matter expert for HR/Payroll Banner modules.

Production Support & Issue Resolution:
Provides daily Banner HR/Payroll production support, including troubleshooting payroll errors, labor redistribution issues, job submissions, and interface problems. Coordinates with ITCS technical teams, Finance systems, and Ellucian as needed to resolve issues affecting ECU payroll operations.

Documentation:
Create and maintain clear, accurate, and up‑to‑date documentation for Banner-related technical processes, including integrations, configurations, data flows, customizations, and operational procedures. Document business and technical requirements, workflows, data mappings, support runbooks, and system dependencies to support implementation, troubleshooting, audits, and long‑term maintenance. Ensures documentation is standardized, accessible, and aligned with institutional and technical standards.

Change Management, Communication & Training:
Lead and support change management activities related to Banner HR/Payroll system enhancements, regulatory updates, and process improvements. Assess the impact of changes on HR and Payroll operations, develop mitigation strategies, and coordinate implementations to minimize risk to payroll accuracy and compliance. Develop and execute communication plans, translating technical changes into clear, business-focused messaging for stakeholders. Create and deliver training and user guidance, support end users during transitions, and act as a key point of contact during change implementation. Monitor user adoption and feedback to ensure successful integration of system and process changes across ECU.

Quality Assurance and User Acceptance Testing:
Plan and support quality assurance (QA) and user acceptance testing (UAT) for Banner-related technical processes, including integrations, configurations, and system changes. Collaborate with functional stakeholders and technical teams to define test scenarios, validate business requirements, and ensure end-to-end workflows function as intended. Coordinate testing activities, document results and defects, and verify that issues are resolved prior to release, ensuring solutions meet business needs, technical standards, and data integrity requirements.

Programming & Technical Enhancements:
Perform light programming and technical analysis to support Banner HR/Payroll functionality and data integrity. Develop and maintain queries, scripts, and controlled data processes to support reporting, troubleshooting, and operational needs. Assist in identifying root causes of system and data issues and implement appropriate technical solutions within defined standards and controls. Support data integrations and automated processes by assisting in testing, validation, and issue resolution. Collaborate with technical teams to implement enhancements, ensuring alignment with functional requirements and ITCS standards. Contribute technical insight to support business process improvements and system optimization efforts.

Other duties as assigned

The standard work schedule for this position will need to be adjusted to meet the position requirements, which include and are not limited to evening and weekend hours to perform scheduled and unscheduled workload requirements to maintain University operations.

This position requires the employee to reside within a reasonable commutable distance of the ECU main campus. “Reasonable commuting distance” is defined as a location that does not exceed a distance that can be safely traveled in two hours by automobile under average conditions of traffic, weather, and roads to employee’s assigned duty station in Greenville, NC.

This position may be eligible for Flexible Work Arrangements (FWA) under the ECU FWA Policy.

Minimum Education/Experience
Bachelor’s degree and 4 years of relevant experience or equivalent combination of education and experience.

All degrees must be received from appropriately accredited institutions.

License or Certification Required by Statute or Regulation

Preferred Experience, Skills, Training/Education
• Bachelor’s degree in Information Systems, Business Administration, Computer Science, or related field.
• Strong functional knowledge of Banner HR/Payroll modules
• Understanding of payroll processing, benefits, labor distribution, and year-end processing
• Proficiency in SQL and relational database concepts
• Ability to translate business requirements into technical solutions
• Strong analytical, problem-solving, and troubleshooting skills
• Effective written and verbal communication skills
• Ability to manage competing priorities in a deadline-driven environment
• Experience testing and evaluating the impact of Banner upgrades and patches
• Experience supporting system integrations and data interfaces
• Demonstrated experience in testing, QA, and production support processes
• Exposure to change management and user training in enterprise systems
